True or False Friday

True or False Friday:

The Michigan and United States Constitutions allow governments to encroach upon certain aspects of our liberties when it is necessary to respond to a public health situation.

FALSE!

Our country has known famine, disease, war, terrorism, death, natural disaster, and much more. No matter however pressing the exigency of the time may appear, the “Constitution of the United States is a law for rulers and people . . . at all times, and under all circumstances.” Ex Parte Milligan, 71 US 2, 120 (1866); Twitchell v Blodgett, 13 Mich 127, 149-50 (1865).  And as you can see by these citations, this has been a well understood principle in the United States Supreme Court and the Michigan Supreme Court for well over 150 years.
